While a handful of banks are beginning to offer better deals, it appears as though many are holding tight until the markets turn around. This means that best rate mortgages may be even harder to find over the next few months, especially as lenders wait to see what will happen with the stamp duty and whether or not measures will be taken at the government level to assist the failing housing market. Until that happens, consumers may be up against the wall when it comes to getting a best rate mortgage.</p>
<p>Nationwide&#8217;s chief economist, Fionnula Earley, said: &#8220;Recent activity levels in the housing market have been very subdued.</p>
<p>&#8220;House builders in particular have been reporting significant reductions in site visits and reservations of new properties since last year, in spite of a big increase in the use of sales incentives.</p>
<p>&#8220;Reservations of new property began to feel the squeeze before any slowdown was recorded in the official number of house purchase approvals, but the two series have moved closely over recent months.&#8221;

<p>Head of research at the CML, Bob Pannell, commented: &#8220;Mortgage lending activity remains relatively weak and will decline further in the coming months as a result of funding constraints and lower consumer demand. The majority of lending continues to be to people with larger deposits, which is prudent for borrowers and lenders in a slowing housing market.&#8221;</p>
<p>Peter Bolton King, chief executive of the National Association of Estate Agents (NAEA), said: &#8220;I remain concerned that the optimism for the next few months may be scarred by the current uncertainty regarding stamp duty. The confused messages being sent out by the Government will undoubtedly have an impact on consumer confidence as the public is understandably confused at present about whether to buy or sell.</p>
<p>&#8220;Members of the NAEA have already seen buyers adopt a &#8216;wait and see&#8217; attitude as a result. This of course will have repercussions on the property market as a whole and I fear next month&#8217;s figures may reflect this halt in proceedings rather than a levelling out in the market place that may have naturally ensued.&#8221;

Although many had a best rate mortgage, when they switched to a variable rate, their payments quickly skyrocketed. This has led to an upsurge in repossessions and the FSA is hoping to put a stop to this by working with lenders to revert back to the best rate mortgage. Whether their efforts will pay off remains to be seen, but there is a push to get behind the FSA’s deal. Consumers certainly stand to benefit if this does come about in the near future.</p>
<p>Andrew Strange, Policy Director AMI stated, &#8220;We urge lenders to work closely with intermediaries when a client is facing difficulty, ensuring that clients are able to access the correct advice for their individual circumstances. During difficult periods in the market, consumers need advice more than ever. Intermediaries can play an important role in helping consumers manage their debts.</p>
<p>&#8220;We will continue to work with the FSA and lenders to ensure the best possible outcomes for consumers and we will build on the FSA&#8217;s good practice notes for our members.&#8221;

<p>Boulger continued, &#8220;With Bank Rate likely to be falling again by early next year and additional mortgage funding coming into the market from private equity investment there are good grounds, contrary to the view of many economists, for thinking that house prices will bottom out in the first half of next year.&#8221;

<p>Melanie Bien, director of independent mortgage broker Savills Private Finance, said: &#8220;Borrowers need to work out the true cost of a mortgage before signing on the dotted line to ensure they understand what they are getting into and to enable them to compare deals on a like-for-like basis. Moving a current account is a major deal for most of us, so insisting borrowers do this as part of the mortgage offer may be off-putting.&#8221;</p>
<p>John Barker, head of mortgages at The Co-operative Bank, said: &#8220;In the current economic climate, we wanted to reward our existing loyal current account customers, but at the same time provide those looking to switch to an account, already recognised for its high levels of customer service, to have access to the same market leading rate with the added benefit of no application fees.&#8221;</p>

<p>David Hollingworth of London and Country stated, &#8220;Knowing exactly what you have to pay may be particularly important at the moment, against a backdrop of rising fuel and food bills.&#8221; He suggests hunting for the best mortgage deal. &#8220;Yorkshire building society also has a two-year fix with a low rate of 5.99 per cent, but this comes with a bigger fee of £1,995,&#8221; he adds. &#8220;If you want a five-year fix, First Direct looks good with a rate of 6.29 per cent and a £598 fee, while once again Yorkshire wins on rates at 5.99 per cent, but at the expense of a £2,495 fee.&#8221;</p>
<p>&#8220;As longer-term swap rates are lower than those for short-term money, these deals could become more competitive,&#8221; says Melanie Bien of Savills Private Finance. &#8220;They buy you peace of mind and you won&#8217;t fhave to pay remortgaging costs every couple of years.&#8221;</p>
